Manifesta purposely strives to keep its distance from what are often seen as the dominant centres of artistic production, instead seeking fresh and fertile terrain for the mapping of a new cultural topography.

Because of the historical importance of its fortress, the City of Luxembourg has been surnamed "Gibraltar of the North". Nowadays, both Gibraltar and Luxembourg are renowned for their banks, tourism and tax-free goods. German artist Sean Snyder established links between both cities and countries and during Manifesta 2, he handed out posters that contrasted both cities.
